The contract involves the engineering, furnishing, installation, and testing of a Centralized Inverter System at the Dial Central Office (DCO), B2407, located at March Air Reserve Base, California. This inverter system is designed to provide AC backup power for critical network equipment and must be a complete turnkey solution. Key technical specifications include an N+1 redundant, modular, hot-swappable, scalable design capable of handling both linear and nonlinear loads with low power factors. Initially, the system will support a 12 KVA load, expandable to at least 16 KVA, with a -48 VDC input from the existing government DC UPS system and delivering a 120 VAC single-phase output. The system includes a 20-position AC output power distribution panel with circuit breakers, manual bypass for maintenance, and an LCD display showing system status and alarms. The equipment can be cabinet-mounted with seismic protection or installed on a provided relay rack, with the contractor determining the preferred configuration. Additionally, the scope includes providing and installing DC power and grounding cables as well as integration with existing government-furnished equipment such as the DC power plant, cable ladder, and relay racks. Contractor responsibilities extend beyond installation to include project management with designated points of contact on-site, safety compliance including accident reporting, adherence to Department of Defense and Air Force security requirements, and safeguarding government property. Quality assurance processes must be established, along with warranty coverage for at least one year on equipment and workmanship. The contractor must provide all necessary manuals, as-built drawings, test and acceptance plans, and coordinate with the government for outage scheduling and final acceptance walkthroughs. The contract also mandates coordination for government support and allows work during normal duty hours, with provisions for after-hours work as needed. Compliance with site-specific rules regarding holidays and security protocols is mandatory, and disposal of unusable materials must be coordinated with the base point of contact.
