The 6th Contracting Squadron (6 CONS) at MacDill AFB intends to issue a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in the Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Clark MacDill Design Build LLC, 4401 Wilson Blvd. Suite 600, Arlington VA 22203. The 6th Civil Engineer Squadron requests the installation of security cameras in the privatized housing area for United States Central Command (USCENTCOM). In particular these security cameras will support 27 General Officers (GO) and 26 Senior Officers (SO) which were built in the privatized housing area by Clark Realty as part of their 50 year housing privatization lease agreement with the Government. The contractor shall design, engineer, furnish, fabricate, install, test and maintain new security camera system including the integration of the system with the Security Forces Squadron Control Center. Installation of a minimum four (4) each pan-tilt-zoom cameras, system shall include incident recording system, lightning protection, mounting poles, wiring components, accessories and 1-year maintenance agreement. It is likely that award to any other source would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition and would result in unacceptable delays in fulfilling the agency's needs. In addition, other alternatives were looked at with other agencies to have this accomplished however because of the proprietary design data and the high duplications of costs, it is in the best interest of the Government to have Clark MacDill Builders perform this additional yet interrelated work. Clark owns the proprietary design data for the underground systems. To avoid substantial cost duplication the Government must be ready to execute installing the system alongside the project owner's underground utilities along Bayshore Drive. This requirement will have a Period of Performance with an estimated 100 calendar days to complete this project. The 6th Air Mobility Wing (6 AMW) has the responsibility of providing base support to Headquarters, USCENTCOM in accomplishing its mission. To continue to provide the communications support required, the security cameras must be extended into the privatized housing area. USCENTCOM has a valued interest in this requirement, because it will provide senior leadership with twenty-four hour security of key personnel. The North American Industry Classification System is 236220 and the size standard is $33.5M. "This notice of intent is not a request for competitive proposals and the Government will not be responsible for any cost incurred in proposal preparation. The 6th Contracting Squadron will post this notice until 1:00pm EST (Eastern Standard Time) 28 June 2010 and intends to award a sole source contract after expiration of this notice. Note: No solicitation document is available and telephone requests will not be honored.
