Instructional Systems Design & Development Services

The Department of State, specifically the Acquisitions FSI office, has awarded a 12-month sole-source bridge contract to Systems Plus, Inc. for Instructional Systems Design and Development Services. This action was taken under the statutory authority of FAR 6.103-2 due to unusual and compelling urgency to prevent immediate disruptions to training operations at the National Foreign Affairs Training Center. The contract ensures the continuity of mission-critical instructional support, digital learning, and campus operations while a competitive follow-on acquisition is finalized. The procurement, identified by solicitation number 19-1-26-0060 and NAICS code 541512, will be performed in Arlington, Virginia. Although the government reviewed five capability statements from other industry sources via SAM.gov, it was determined that no other providers could meet the immediate mobilization and transition requirements without risking critical service interruptions.
