The Naval Information Warfare Systems Command (NAVWAR), supporting the Program Executive Office, Submarines (PEO SUB), plans to award a sole source contract to Lockheed Martin Rotary and Mission Systems (LM RMS) for the Integrated Common Processor (ICP). The contract, anticipated to begin in July 2021, includes a base period of one year with nine option years. ICP is a software and hardware system suite that supports the Integrated Undersea Surveillance System (IUSS) for SURTASS ships, Deployable Surveillance Systems, and other related sites. Leveraging prior SURTASS and Acoustic Rapid COTS Insertion (ARCI) technologies, LM RMS will continue advancements in software and hardware development, research for improved signal processing, training, maintenance, cyber security engineering, and production of repair parts and depot spares. Lockheed Martin RMS is the only source with the specialized expertise and infrastructure required to meet these government needs, avoiding schedule delays and cost duplication in development and sustainment efforts. While this announcement is not a request for competitive proposals, interested parties with demonstrated capability to fulfill ICP requirements may submit their qualifications within 15 calendar days of the notice’s publication. All inquiries and responses must be in writing and directed to the designated contracting officer, Lindsay Roa. TITLE: Integrated Common Processor Follow-On The Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Office, Submarines (PEO SUB), Maritime Surveillance Systems (MSS) Program Office (PMS 485), under the authority of 10 U.S.C 2304 (c)(1), intends to award a sole source contract for the Integrated Common Processor (ICP) to Lockheed Martin (LM) Rotary and Mission Systems (RMS) located at 9500 Godwin Drive, Manassas, VA 20110. The contract period of performance is anticipated to have a base period of one (1) year plus nine (9) option years, and is planned to be awarded in July 2021. ICP provides a common Integrated Undersea Surveillance System (IUSS) signal processing and display system software and hardware suite for Surveillance Towed Array Sensor System (SURTASS) ships, Deployable Surveillance Systems (DSS), and other IUSS sites. The ICP system leverages the technology contained within the SURTASS and Submarine Acoustic Rapid Commercial Off-The-Shelf (COTS) Insertion (ARCI) Program. Under this procurement, LM RMS will continue to develop software and processing hardware of ICP Advanced Surveillance Builds (ASB); conduct research and development for signal and information processing improvements; provide training, maintenance and site support for all ship and shore sites; provide engineering services for cyber security; and design and produce Technical Insertion (TI) hardware, onboard repair parts and depot spares. LM RMS is the only source that possesses the unique expertise and specialized knowledge and infrastructure needed to meet Government requirements for the development, production, and sustainment of ICP systems. This contract action is necessary to avoid unacceptable schedule delays and substantial duplication of costs associated with executing ICP hardware and software technology development, refresh, and capability insertions. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any company believing that they can fulfill the ICP requirement may be considered by the Government. Interested parties shall identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly demonstrate their ability to successfully fulfill the above requirements. The Government reserves the right not to respond to any expressions of interest received after 15 calendar days from the date of this publication; such expressions will be considered late. Any comments, questions or concerns regarding this notice may be submitted IN WRITING via e-mail to Lindsay Roa, Contracting Officer, at contact@example.gov. The Government will not pay for any information received. No telephone responses will be accepted. Responses shall not contain classified information.
