Full Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under the statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1 - - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The UNITED STATES TRANSPORTATION COMMAND/(Military) SURFACE DEPLOYMENT and DISTRIBUTION COMMAND (SDDC), Scott Air Force Base, IL intends to award a sole source requirement to CDM Technologies, Inc., for program management, software engineering and software development of the Integrated Computerized Deployment System (ICODES) Program. The ICODES software application provides for a single, cross-service planning and execution system for ship loading and stowage. ICODES integrates database management functions through a graphical interface within a computer-based environment. Software architecture is required to support cross-service specifications (e.g. ships, aircrafts, railcars, trucks, containers and conveyance estimation) moving through marshalling yards and related staging areas at installations, ocean terminal and air ports of embarkation/debarkation in a single application. The application must provide a collaboration tool across all modes and computing environments. The reference number is HTC711-09-R-0005. The associated North American Industry Classification System (NAICS) code is 541511 and the size standard is $25M. The sole source purchase will be awarded under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement. Interested parties must express their interest within three (3) calendar days after date of publication of this synopsis in order to be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
