The contract involves the integrated maintenance, operation, and modification of Operational Flight Trainers (OFTs) at the U.S. Coast Guard Aviation Training Center in Mobile, Alabama. It is a total small business set-aside under NAICS code 333319, with a size standard of 500 employees. The Center operates three OFTs and two cockpit pilot trainers to train over 700 students annually in Aviation Transition, Re-Qualification, and Proficiency Courses, making the continuous readiness and functionality of these devices critical to the Coast Guard’s mission. The contractor will provide multi-disciplined, cross-trained personnel capable of modification, operation, and maintenance, including roles such as Project Manager, Site Manager, Trainer Operators, Supply Technician, and Engineering personnel. Proposals must identify labor categories and rates, and government concurrence allows substitution of equivalent simulator or education experience for personnel qualifications. The contract will be awarded on a time-and-materials basis with a one-year base period and two one-year option periods. A draft solicitation was made available in May 2008, with a pre-solicitation conference held at the Coast Guard Aviation Training Center. The solicitation includes provisions and clauses effective through Federal Acquisition Circular FAC 2005-24 and is evaluated based on best value criteria defined by FAR 52.212-2. Due to the critical nature of the training devices, the government emphasizes the need for experienced personnel and requires advance submission of attendees for the conference to gain base access. The Aviation Logistics Center in Elizabeth City, North Carolina serves as the contracting office, with primary contacts provided for support and contracting inquiries.
