Integrated Mobile Community and Jail Medication Assisted Treatment (MAT)

The Florida Department of Children and Families is soliciting applications from qualified non-profit organizations to implement and expand evidence-based Medication Assisted Treatment (MAT) programs for adults aged 18 and older diagnosed with moderate or severe Opioid Use Disorder. The initiative focuses on delivering services within local communities and jails across Florida to strengthen recovery, reduce relapse and recidivism, and ensure continuity of care. Eligible providers must be licensed for MAT provision under Florida Administrative Code or be hospitals and practitioners meeting all state and federal prescribing requirements. Behavioral health providers are further required to operate under a subcontract with a Managing Entity. The resulting contracts, which may last between one and three years depending on the service type, require providers to link individuals to community-based support and provide comprehensive interventions. Performance is measured by strict targets, including 100 percent on-time report submission and 95 percent accuracy in reported costs and demographic data. Providers must submit quarterly invoices supported by program status and expenditure reports. Applications are evaluated based on organizational capacity, experience with mobile and jail-based services, the feasibility of the service delivery model, and the provision of a detailed line-item budget. All providers must adhere to stringent confidentiality laws regarding substance use disorder patient records and comply with the Americans with Disabilities Act.
