Purpose. This is not a request for a quote or a proposal. This request for information (RFI) is issued for the purpose of conducting market research for the Missile Defense Agency's (MDA) Integrated Research & Development for Enterprise Solutions (IRES) acquisition. This market research will assist the MDA with identifying interested and capable sources and developing its acquisition strategy for any and all of the IRES high level objectives and capabilities. Key market research goals include gaining knowledge of commercial practices, identifying and minimizing barriers to competition, identifying and maximizing small business opportunities, identifying risks, identifying potential requirements definition and contract construct alternatives, identifying appropriate request for proposal and contract terms and conditions, and identifying potential evaluation discriminators and evaluation approaches. IRES Overview. The IRES acquisition seeks to enable stakeholders to achieve Ballistic Missile Defense (BMD) mission objectives by providing an efficient and flexible, multi-purpose, capabilities-based contract(s) to execute the following high level objectives: Ballistic Missile Defense System (BMDS) mission operations; BMDS testing; wargames and exercises; modeling and simulation; enterprise communications and information technology (IT) environment; and operation of facility infrastructure. Successful realization of a single high level objective cannot be achieved without thorough system integration and interoperability. The challenge is to simultaneously and efficiently execute multiple stakeholder requirements that span multiple high level objectives. Integration and de-confliction of critical assets, maintaining positive configuration control, and rapid reprioritization of resources is essential to operating and maintaining this dynamic environment.
