The United States Army Research, Development & Engineering Command (RDECOM) Natick Contracting Division plans to award a sole source contract to Product Development and Analysis LLC (PDA) to supply 1,188 airflow restrictors. These restrictors are essential to enable the Fresh Air Damper Device (FAD) to function correctly when used with the Army's Fan Filter Assembly Device. PDA is the original developer of the FAD, having designed the device initially for use with different Army equipment. The recent Army decision to adopt the Fan Filter Assembly Device, which requires airflow restriction for the FAD to operate effectively, has led to this procurement. PDA possesses specialized knowledge and expertise due to its development of the FAD and related Computational Fluid Dynamics (CFD) models, which were used to simulate airflow and identify the need for the airflow restrictor in conjunction with the new equipment. This acquisition is being conducted under the authority of FAR 13.5 on a sole source basis, with no solicitation or request for proposal issued. The contract is managed by the Natick Soldier Research, Development, and Engineering Center (NSRDEC) through their Natick Contracting Division in Massachusetts. The synopsis provides a point of contact for inquiries and specifies that the notice expires on March 5, 2009. The contract aligns with NAICS code 541330, pertaining to Engineering Services, reflecting the technical nature of the deliverables and PDA’s specialized role in supporting the Army’s integration of the Fresh Air Damper with new filtration systems.

Full Description

Under the authority of FAR 13.5, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Natick Soldier Research, Development, and Engineering Center (NSRDEC), intends to negotiate and award a contract on a sole source basis with Product Development and Analysis LLC (PDA), of 4310 Castle Rock Circle, Aurora, IL, 60504, to provide 1,188 airflow restrictors. These airflow restrictors will be used to allow the Fresh Air Damper Device (FAD) NSN 4130-01-541-2426 to be fully operational with the Armys Fan Filter Assembly Device. PDA is the original developer of the FAD. When the FAD was initially developed, the Fan Filter Assembly Device was not adopted for use by the Army. The Army used a different device that did not require restriction of airflow. However, the Army has made a determination to use the Fan Filter Assembly Device, which requires an airflow restrictor to have the FAD operate properly. As the original designer of the Fresh Air Damper Device, PDA has professional expertise and knowledge of the FAD as well as the air flow CFD software models developed to model and simulate airflow through M28 Motor Blower Device and the Fan Filter Assembly Device. These engineering CFD models allowed PDA to successfully model a Fresh Air Damper when used in line with the M28 Motor Blowers, subsequent CFD modeling and simulation indicated a need for airflow restrictor device for the Fan Filter Assembly. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available. Any questions concerning this acquisition may be addressed to the above address, Attention: Mr. John Conlin, or by email to: contact@example.gov. This synopsis expires 5 March 2009 and 5:15pm EST.
