***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), NMFS Field Delegates, intends to negotiate, on a single source basis, under authority of FAR 13.106-1(b)(1), with Southern California Marine Institute  located in 820 S. Seaside Avenue San Pedro, California 90731 for purchase of Support Services Contract to include small boat storage, dive locker facility, equipment storage, laboratory facility, with membership and other access.  




***The single source determination is based on NOAA’s requirement that Southern California Marine Institute is the only vendor that meets our specific needs, as it provides a unique and non-severable combination of specialized facility space and mission-critical storage. This requirement demands the simultaneous availability of secure maritime storage for vessels and equipment alongside a certified dive locker and wet laboratory at a single location. Because no other facility in the San Pedro or Long Beach area offers these highly specific technical services and storage capabilities in a consolidated manner, Southern California Marine Institute is the only source capable of satisfying the government’s operational requirements for the NMFS West Coast Region. 




The Period of Performance includes the Base Year (July 1, 2026, through June 30, 2027), followed by four one-year Option Periods through June 30, 2031.
