JUSTIFICATION AUTHORITY: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements JUSTIFICATION OF SOLE SOURCE: AS&E is the only is the only vendor that produces a handheld Backscatter system that can produce images using single-sided imaging to quickly locate hidden potential threats or contraband behind organic surfaces. USSTRATCOM was unable to find another source for a similar product that provided all of the needs that the Mini X Backscatter can provide.
