The USDA Agricultural Research Service intends to award a sole-source contract to Specialty Devices, Inc. for the procurement of bathymetric and sediment study acoustic equipment. This acquisition is being conducted under Simplified Acquisition Procedures and FAR Part 12 for commercial items to ensure total compatibility with existing hardware, including a vibracoring system, specific boats, and an outboard motor. The equipment is destined for use in Kenya and must mirror the systems currently utilized at the Grazinglands Research Laboratory in El Reno, Oklahoma, to allow for consistent research results and seamless technical support for cooperators. The required system must feature a three-frequency profiling system with a beacon receiver, GPS, and a Windows-based computer capable of exporting data to GIS software. Key technical specifications include a waterproof external display, 12-volt battery operation, and a lightweight, portable design suitable for small boat platforms. The government is seeking a solution that records the full depth of the echo and remains weatherproof to maintain operational integrity in the field.
