The Air Force Research Laboratories (AFRL) located on Wright-Patterson Air Force Base (WPAFB) requires bulk liquid nitrogen gas delivered to AFRL/RY complex as necessary to maintain adequate levels for operation of mission essential research equipment. AFRL/RY utilizes two bulk liquid nitrogen tanks that use telemetry to obtain accurate levels of nitrogen to fill tanks ensuring tanks do not recede 20", leading to potential risk of mission stoppage. This is a new requirement located at Wright-Patterson Air Force Base (WPAFB), Ohio, on an as-needed basis after contract award. NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 325120 - Industrial Gas Manufacturing. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source Blanket Purchase Agreement (BPA) as authorized by FAR 13.106-1(b)(1)(i) to AIRGAS USA, LLC. To comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: AirGas is the only company found with local micro bulk tanks offering inspections and the required service maintenance portion of AFRL RY's requirement. Please see the attachment(s) to this notice for additional details. This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 711th HPW Mission Support Services MAC IDIQ
Solicitation # FA239626RB008
The 711th Human Performance Wing (HPW) Mission Support Services Multiple Award Contract (MAC) is an 8(a) set-aside Indefinite Delivery Indefinite Quantity (IDIQ) vehicle issued by the Air Force Research Laboratory (AFRL). The contract has an estimated maximum dollar value of $505,000,000.00 with a five-year ordering period and a six-year period of performance. The scope of work involves providing comprehensive mission support services, including personal and non-personal medical clinical support, certified laboratory services, and general management support across various locations, including Wright Patterson AFB and the Naval Medical Research Unit-Dayton. The government utilizes a threshold-based source selection process where awards are made to all responsible offerors who achieve a minimum validated score of 1,740 points on a technical capability self-scoring worksheet. Price is not evaluated at the IDIQ level; however, the government establishes binding ceilings on Other Direct Costs (ODC) burden and handling rates. Security requirements are stringent, with various task orders requiring Secret or Top Secret clearances and compliance with SCI and NISPOM standards. Following the basic IDIQ award, specific requirements will be competed via Fair Opportunity Proposal Requests (FOPRs) evaluated on technical, price, and past performance criteria. The final proposal submission deadline has been extended to October 30, 2026.

AFRL HQ AVIS Tech Refresh
Solicitation # COMBO-AFRL-RMZB-2027-0001
Solicitation COMBO-AFRL-RMZB-2027-0001 is a firm-fixed-price procurement issued by the Air Force Research Laboratory (AFRL/RMZB) for a hardware lifecycle technology refresh of the AFRL Visual Indicator System (AVIS) at Wright-Patterson AFB, Ohio. This 100% small business set-aside under NAICS 326199 requires the supply and delivery of twelve Magicard Prima 8 Duo dual-sided retransfer card printers, twelve matching inline dual-sided laminators, twelve manufacturer cleaning kits, and associated OEM consumables, including YMCK dye film, retransfer film, and tamper-evident holographic lamination film. The equipment is critical for maintaining security compliance and operational continuity for issuing credentials to personnel accessing classified research facilities, including SCIFs and SAPFs. The acquisition is strictly for supply and delivery, with no installation or configuration services required beyond the standard manufacturer warranty. Due to software interoperability and security requirements, the government has issued a brand-name justification restricting acceptable products to the Magicard Prima 8 Duo. Awards will be made based on the Lowest Price Technically Acceptable (LPTA) method, provided the offeror meets all specifications in the Minimum Requirements Document. Quotes must be submitted via email to the contract specialist by October 23, 2026, with a requested delivery date of 90 days after receipt of order.

Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members.
