The U.S. Army Contracting Command - Aberdeen Proving Ground, acting for the Night Vision Electronic Sensor Directorate, intends to award a sole source, Cost Plus Fixed Fee contract to L-3 Communications Security and Detection Systems for the development of a Next Generation Handheld Multi-Sensor Explosive Hazard Detection System. This effort is a follow-on to a previous competitively awarded contract and focuses on advancing technological approaches to detect landmines, deeply buried metallic and non-metallic improvised explosive device main charges, and triggering mechanisms. Specifically, the project involves the development of a Continuous Wave Metal Detector and Spectral Beam Steering GPR Antenna to enhance close-range detection capabilities. L-3 SDS has been identified as the only responsible source capable of satisfying these requirements due to their proprietary technology and the unique characteristics of their handheld technology demonstrator. The estimated period of performance is thirty-six months, divided into an eighteen-month Phase I and an eighteen-month Phase II. This procurement is conducted under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The solicitation is categorized under NAICS code 541712 and is managed by the Department of Defense.

This effort is a follow-on action to Contract No. W909MY-13-C-0015, which was competitively awarded through the NVESD Broad Agency Announcement. The proposed contract action will leverage the research and development previously performed in order to continue the assessment and development of a highly specialized handheld technology demonstrator system, which offers the potential to deliver unique and increased capabilities in the detection of explosive hazards at close range. L-3 SDS's demonstrator combines a number of unique capabilities and salient characteristics, not offered by any known competing source and are proprietary to L-3 SDS. The estimated period of performance is thirty-six (36) months; this includes an eighteen (18) month Phase I period and an eighteen (18) month Phase II period. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that L-3 SDS is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements.
