The Naval War College, Contracting Division, plans to award a sole source Firm-Fixed Price contract to Barry Costello under the authority of FAR 6.302-1, based on the finding that he is uniquely qualified to fulfill the agency's specific requirements. This contract supports the instruction of the Combined Force Maritime Component Commander (CFMCC) course in Miami, Florida, and a non-resident Executive Operational Level of War (ELOC) class in Newport, Rhode Island. The courses serve senior US and foreign flag officers who both attend as students and participate as guest speakers. The role requires a senior fellow and faculty member with a rare combination of professional education, operational maritime warfare experience at the Fleet Commander level, regional maritime awareness, knowledge of the Naval War College’s mission, and graduate-level teaching proficiency. Although the acquisition is being treated as a sole source due to the specialized nature of the services and qualifications, the solicitation is unrestricted, allowing all capable sources to submit interest by email. If no other responses are received by the deadline of 5:00 PM Eastern on April 26, 2018, the contract will be awarded directly to Barry Costello, with an anticipated award no later than May 1, 2018. The contract falls under NAICS code 611710, with a small business size standard of $15 million, and is intended to meet the unique educational and operational needs of regional maritime commanders and senior military leaders.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Barry Costello. Under the authority of USC 2304(c)(1) pursuant to FAR 6.202-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The Combined Force Maritime Component Commander (CFMCC) course will be taught in Miami FL to support regional maritime commanders and senior leaders attending (as students) and lecturing (as guest speakers) at the course and a non-resident Executive Operational Level of War (ELOC) class in Newport RI. Because the course attendees are 1 and 2 star US and foreign flag officers, it is necessary to contract an individual who can serve as a senior fellow and support faculty for the courses. The qualifications for this position are unique in that they require a combination of professional education, operational experience in maritime warfare as a Fleet Commander (senior/executive levels), familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level. This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $15M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to Jason Hewitt (contact@example.gov) no later than 05:00 PM Eastern, 26 April 2018. If no responses are received by the above referenced date/time a sole source contract will be awarded to Barry Costello. The award date is estimated to be no later than 1 May 2018
