INTENT TO AWARD SOLE SOURCE

This service contract shall be executed to acquire commercial services to sustain the current Depot Source of Repair Electronic Management (DSOR-EM) for the sustainment the DSOR-EM system. The contract will be awarded to Van Hoose & Associates, Dayton, OH. Market research was previously conducted and it has been determined this is a sole source requirement IAW FAR 6.302-1. This is not a request for competitive proposals and no solicitation is available. All interested sources were solicited by an RFI that closed on 30 Jul 2010. Neither source that responded with interest was found to be technically capable to perform as there is a proprietary, copyrighted program that must be supported by the original programmer. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Any response(s) to this intent to award sole source letter should be received within 5 days of this posting. A base of six months and two (2) 3 months option periods is anticipated. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
