AI Contract Overview
DLA Distribution intends to award a sole source contract to Cox Business for Optical Internet Service to support the F-35 Program Support Pod in Building 365 at its San Diego facility, citing mission-critical communication needs with other agencies on the installation and the absence of any other reasonably available source, justifying the use of FAR 12.102(a). This acquisition is valued at or below the simplified acquisition threshold and is structured as a total small business set-aside under NAICS code 238210, with a size standard of 19 million in annual receipts, though the specific awardee is determined before competition is solicited. The contract is non-competitive by design; no solicitation will be posted to SAM.gov, and interested parties are only invited to submit their qualifications by May 8, 2026, at 10:00 AM EST to Deborah Johnson at Deborah.L.Johnson@dla.mil, with responses required to reference “Optical Internet” in the subject line. If no affirmative responses are received, the purchase order will be awarded directly to Cox Business without further competition. The performance location is clearly defined as DLA Distribution San Diego, California, with administrative oversight managed from New Cumberland, Pennsylvania. No pricing details, line items, contract type (such as FFP or IDIQ), or specific service level requirements are disclosed, and while a procurement number—SP330026Q0120—is provided, there are no identified contract clauses, attachments, packaging standards, inspection criteria, invoicing methods, COR/COTR assignments, or specific technical specifications beyond the broad service requirement. The sole basis for award is the unique necessity of Cox Business’s optical internet infrastructure to prevent mission failure, with no evaluation factors, risk ratings, or trade-off analysis applicable due to the non-competitive nature of the action.
