In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

The space must be located within 15 miles from 585 Ripley Blvd. Alpena, Michigan. Solicitation # 4TX1037
The General Services Administration (GSA) is seeking to lease approximately 38,685 square feet of office space in Rosenberg, Texas, within a clearly defined geographic boundary bounded by I-10 to the north, Beltway 8 to the east, Westpark Tollway to the south, and Grand Parkway (99) to the west. The lease term is structured for a full 20 years with a firm commitment of 15 years, and occupancy is anticipated by May 2028. The space must be contiguous, either on a single floor or vertically contiguous across two floors, and configured to efficiently support public access offices, workstations, file rooms, copy rooms, and storage areas. The building must be modern in design and construction, with a durable, high-quality exterior facade composed of permanent materials such as stone, marble, brick, stainless steel, or aluminum; if not newly constructed, it must have undergone or will complete comprehensive modernization prior to occupancy. All areas such as elevators, mechanical rooms, ducts, shafts, public corridors, and restrooms are excluded from the usable square footage calculation. The facility must accommodate a high volume of visitors and feature a single, secure, weather-protected entrance sequence with proper screening capability. A loading dock is mandatory, along with a freight elevator if the space is located on the second floor or higher. The building must provide at least three reserved parking spaces—two for government use and one for visitors—with additional parking compliant with local codes. Proximity to public transportation is required, with the entrance no more than a half-mile walkable distance from at least one bus stop or a combination of bus and train stops. The site must not be located within the 1-percent or 0.2-percent annual chance floodplain. The lease must be fully serviced, and the facility must meet all federal standards for fire safety, accessibility, seismic resilience, and sustainability. Security compliance is mandated at Level II, with specific requirements determined by GSA, and the contractor must adhere to Section 889 of the FY19 NDAA, prohibiting the use of certain telecommunications and video surveillance equipment. Expressions of interest must include detailed documentation such as ownership verification, property authorization letters, site and floor plans, maps showing compliance with boundaries and transit proximity, and evidence of title clarity, and must be submitted via email to designated GSA broker representatives by June 5, 2026.
