--Intent to procure on other than full and open competition basis -- lease of relocatable office building

The U.S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD 21005 intends to procure a one-year lease for a 6,450 square foot relocatable office building from EDCO Contractors, Inc. located at 819 S. Philadelphia Blvd., Aberdeen, MD 21001, on an other than full and open competition basis. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and 10 U.S.C. 2304 (d)(1)(B)(i) as implemented by FAR 6.302-1 (a)(2)(ii)(A), Only one responsible source and n o other supplies or services will satisfy agency requirements. Any firms believing that they can provide this commercially available equipment without resulting in a substantial duplication of cost to the Government that is not expected to be recovered thr ough competition may submit a written response to be received at the Contracting Office not later than five (5) working days after the date of publication of this notice. The response must clearly indicate proposed lease price and proposed price to dismant le and remove the relocatable office building currently in place including, but not limited to, disconnecting utilities and temporary office space for personnel. No solicitation or Request for Quotation will be forthcoming. This notice is neither a request for a competitive proposal nor a solicitation for offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
