The City of Tampa’s Technology & Innovation department is issuing an Intent to Single Source (ISS) solicitation (26-X-00879) to continue the use of The Reporting Solutions (TRS) software, which has served the City's accounting department for 14 years. This software supports the generation of essential financial reports on monthly, quarterly, and annual bases, including government-mandated documents such as the Community Redevelopment Agency (CRA) reports and the Annual Financial Report (AFR) required for state compliance. TRS integrates with the City's Oracle Cloud financial systems to streamline data processing and report publishing, facilitating audit readiness and public transparency. The City's ongoing need is to maintain uninterrupted use of this system to meet strict reporting deadlines and regulatory requirements aligned with Florida state laws. This single-source procurement requires the selected vendor to be an authorized distributor capable of providing warranty and maintenance services for TRS software. Key contractual provisions emphasize comprehensive insurance coverage, including $1 million in professional liability and $2 million in cyber liability insurance, with the City named as additional insured and a waiver of subrogation. Claims-made policies must be maintained for three years post-contract, and insurers must provide 30-day cancellation notices. The solicitation does not specify a contract value or detailed pricing but requires a simple affirmative vendor response with adequate proof of authorization. Acceptance and inspection of services will occur at the City's Tampa offices, with the City retaining final approval authority. The procurement set forth in this ISS document operates under a compliance and pass/fail evaluation framework without formal FAR clauses or scoring, focusing solely on vendor authorization, insurance compliance, and continuity of a proven financial reporting tool integral to the City’s fiscal accountability.

The City's accounting department has been using the current TRS (The Reporting Solutions) software for 14 years to meet the needs for assisting with building our financial reports monthly, quarterly, and annually as well as governmental required items such as CRA (Community Redevelopment Agency) and the AFR (Annual Financial Report) for the state reporting. Each year the accounting section is required to produce a Annual Comprehensive Financial Report for auditing purposes as well as for public viewing. TRS has helped to streamline the process of creating the financial reports for publishing. The system has been aligned to read and sort the data that is produced within the City's Oracle Cloud system.
