THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver Colorado, intends to award on a sole source basis to University of California, San Diego (UCSD), 9500 Gilman Drive, Department 621, La Jolla, California, 92093-0621. The requirement is a follow-on to develop guidelines for computing dynamic lateral earth pressures for earth retaining structures that are more representative of field conditions and to validate results from finite element analyses that are currently being used to establish risk estimate for seismic related potential failure modes associated with spillway crest structures. The objective of Reclamation's current dynamic soil-structure interaction research is to develop guidelines for computing dynamic lateral earth pressures for earth retaining structures that are more representative of field conditions and to validate results from finite element analyses that are currently being used to establish risk estimate for seismic related potential failure modes associated with spillway crest structures. Phase 5, computational simulation, will employ recorded data sets and will develop computational tools with emphasis on LS-DYNA simulations. In this regard, appropriate soil models will be investigated with potential enhancements. The North American Industry Classification System (NAICS) code for this acquisition is 541380 and the size standard is $15 million in revenues. Competition is restricted to only one source per FAR 13.106-1 (b)(l). The Government intends to solicit directly with the University of California, San Diego. No solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Ability to engage ALL listed capabilities within the Sole Source Justification is required to be considered capable. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to vgarcia@usbr.gov. No faxed documents will be accepted. If no responsive statements are received by December 7, 2018 at 10:00 AM MT, an award will be made to University of California, San Diego.
