The Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, California, plans to award four sole source purchase orders around May 2014 to select vendors for the procurement of water purification units. Each of the four contractors will provide two small, man-portable units capable of treating various water types including brackish, fresh, and salt water with concentrations up to 45,000 ppm. The units are required to produce a minimum of 16 gallons per hour and 200 gallons per day when processing salt water, with an ideal capability of 50 gallons per hour and 400 gallons per day for fresh water. Operational requirements include compatibility with a 2K generator, adherence to the TB MED 577 standard including maintaining a chlorine residual for water that isn’t immediately consumed, and functionality within the temperature range of 32 to 120 degrees Fahrenheit. Government market research identified 57 products across 26 vendors, but to refine the exact requirements, only four products will be field tested. Because conducting evaluations on all market options is impractical, the government will limit procurement to these four sole source awards valued at approximately $25,000 each, solely to obtain two units per contractor for limited evaluation purposes. These awards are strictly for refining requirements and will not lead to subsequent procurements. The procurement falls under the NAICS code 333318, with Lynn M. Torres serving as the contracting officer for this Department of Defense effort. This notice serves only as an intent to award and is neither a solicitation nor a request for proposals or quotes.

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, CA intends to award a purchase order on a sole source basis in approximately May2014 to four vendors. The four contractors shall provide 2 water purification units each. The small unit water purifier must be man portable, capable of treating brackish, fresh, and salt water from sources up to 45000 ppm. The unit must produce 16 gallons per hour and a minimum of 200 gallons per day from a salt water source. The desired capability is 50 gallons per hour and 400 gallons per day from a fresh water source. The power requirements must be compatible with a 2K generator, meet the TB MED 577 standard to include a chlorine residual for water not immediately consumed, and operate between 32 and 120 degrees Fahrenheit. Government market research has identified 57 products and 26 vendors with potential. Based on analysis, four products will be field tested to refine the Government's need. It is not practical to purchase and test each unit on the market, and the Government can best refine its requirements through iterative assessments of several products identified through market research to closely meet some or all of the requirements. NAVFAC EXWC intends to execute this action as four sole source awards of approximately $25K each, solely for the purpose of obtaining two units for limited evaluation in order to refine the Government's requirements. The sole source awards will not result in a follow-on procurement. The North American Industry Classification System (NAICS) code for this requirement is 333318. This notice of intent is not a request for proposals or quotes.
