2. This is not a solicitation or request for quotes. A solcitation will not be issued. Any competitors who would like to challenge the intent to sole source notice, must submit an interest letter and a capability statement to SSgt Jonathan Garcia, jonathan.garcia.27@us.af.mil. Capability statements must have a detailed comparison from the Monarch LTMS. Any submission challenging the sole source will be considered soley for the purpose of determining whether to conduct a competitive procurment. 


3. Contractors must be registered in SAM.gov prior to quote submission and to be considered for award. It is recommended for contractors to have sufficent active time remaining on their SAM regisitration as the government cannot award to an entity without an active SAM registration. 


4. This equipment is intended to be used by the 353 Speacial Operations Wing, 3dB labs is the established vendor for mobile real time radio frequency monitoring throughout the Speacial Operations Command. Any vendor intending to challenge this intent to sole source must elaborate on the interoperability between their equipment and the Monarch LTMS.      


5. The Government will evaluate all information received to determine whether a competitive procurement is appropriate. The Government is not responsible for any costs incurred in responding to this notice. This notice does not constitute a request for quotations, proposals, or bids.
