THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source firm fixed service contract to SNW TEC LLC. The contract is expected to be awarded under FAR 12. A Justification and Approval for Other Than Full and Open Competition has been prepared IAW FAR 6.103-1.
The period of performance shall be from approximately 14TH September 2026 through 18TH September 2026 for five days of training.
INTENT TO SOLE SOURCE - SERVICE - INTENT TO SOLE SOURCE ADVANCED ORBITAL WELD TRAINING
PSNS&IMF requires training by Swagelok for orbital welding. The Swagelok orbital welding program at PSNS is slowly being revived to be used in production work. With new engineers and technicians involved in the program, attending the Swagelok orbital welding training hosted by Swagelok Northwest will greatly benefit the Swagelok orbital welding program at PSNS.
Swagelok is the appropriate sole source for this training because the instruction is directly aligned to Swagelok orbital welding equipment, tooling, operating practices, and application requirements. The training is designed to help operators set up, operate, and apply Swagelok orbital welding systems correctly and consistently in real-world conditions. Because the curriculum is tied to Swagelok equipment, accessories, and recommended practices, equivalent training from a third party would not provide the same level of product-specific instruction, application support, or alignment to manufacturer guidance.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform orbital welding training and qualification as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Purchasing agent, Patrick Scott by email at patrick.j.scott.civ@us.navy.mil and Contracting Officer, Jacqueline Edgerton jacqueline.f.edgerton.civ@us.navy.mil.
