The Department of Defense intends to award a sole source contract to McLean Parts, also known as Milo Associates INC, for the procurement of four compact electronic enclosure air conditioning units. These units, part CR29-0416-G068, are required as direct replacements for failed equipment at the Radio Satellite Telescope Network Central Repair Agency in Hawaii. The units must run on a 120VAC, 20amp circuit and are specifically designed to fit ViaSat pedestals while withstanding harsh coastal environments through the use of stainless steel construction to prevent rust. This acquisition is justified under FAR 6.302-1 as McLean Parts is identified as the only responsible source capable of providing units that meet the necessary form, fit, function, and safety specifications. The contract falls under NAICS code 333415 for air conditioning and refrigeration equipment manufacturing. While the place of performance is listed as Hawaii, the contracting office is located at Offutt AFB, Nebraska. The notice served as an informational request for capability statements prior to an anticipated award date of September 2, 2014.

F3NOTICE OF INTENT TO SOLE SOURCE DESCRIPTION OF REQUIREMENT: This is a notice of intent to award a sole source contract to McLean Parts (i.e., Milo Associates INC) for four (4) compact electronic enclosure air conditioning units (ACUs), part CR29-0416-G068, merchant part 32199 for the Radio Satellite Telescope Network (RSTN) Central Repair Agency in Hawaii. The ACUs run 120VAC, 20amp circuit. They are a direct replacement for the current failed ACUs and they are for purchase only as site personnel in Hawaii will install them. JUSTIFICATION AUTHORITY: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements JUSTIFICATION OF SOLE SOURCE: McLean Parts (i.e., Milo Associates INC) is a large business; however, they are the only vendor that can provide these ACUs in the required depth and detail. These ACUs are necessary to maintain the AN/FRR-95 for the RSTN Network worldwide. They are custom made to fit onto the ViaSat pedestals and they need to be able to withstand the demanding environmental elements. Due to the weather and close proximity to the ocean (e.g., presence of salt), the entire ACUs need to be made from stainless steel as rust is a pressing issue. The Government has confirmed with McLean Parts (i.e., Milo Associates INC) that it is the only source that can provide the ACUs for the ViaSat pedestals. McLean Parts (i.e., Milo Associates INC) does not have any authorized resellers of these ACUs. Thus, it does not sell its products through distributors or retail dealers. The Radio Satellite Telescope Network (RSTN) Central Repair Agency was unable to find another source for an equivalent ACU that provides all of the required specifications (i.e., form, fit, function and safety features) to meet the current needs of the mission. NAICS CODE: North American Industry Classification System Code (NAICS) is 333415-Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing.
