The Department of the Navy, Naval Information Warfare Center - Pacific, plans to award a five-year contract, including a one-year base period and four one-year options, to Ultra Electronics Advanced Tactical Systems Inc. for software and system engineering services supporting the Adjunct Processor Multi-Link Interface Unit (AP_MLIU) segment of the Command and Control Processor (C2P) family of systems. This contract will be awarded on a sole-source basis due to Ultra Electronics being the original developer and sole proprietor of the proprietary software and technology used in the AP_MLIU and its operating systems. The services include hardware and software engineering support, analysis and correction of test observation and trouble reports, implementation of enhancements and change proposals, testing and integration, documentation updates, obsolescence resolution, and addressing information assurance vulnerabilities to maintain and support fleet Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems. Ultra Electronics’ unique position as the developer with proprietary rights and technical expertise makes it the only contractor capable of fulfilling these requirements. The contract supports ongoing system engineering efforts critical to the continued functionality and reliability of the AP_MLIU segment within the C2P family and the wider Common Data Link Management System (CDLMS). Interested firms may express their interest and capabilities, but the government retains sole discretion over the decision to compete the contract.
