The Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Clarivate Analytics (US) LLC; 1500 Spring Garden Street #4, Philadelphia, PA, 19130-4067. NMCSD intends to award a supply contract for ENDNOTE VERSION X8/X9 WEBSITE LICENSE. The requirement is for EndNote Version X8/X9 Website License. EndNote is a research and reference manger, allowing investigators to access library databases, store their references, create bibliographies and share references. EndNote is an essential part of manuscript creation. Access-EndNote allows users to tap into various online databases and harvest references. Organization-EndNote allows users to easily store and organize references and makes it easy to retrieve for future use. The software also allows users to sync libraries. Creation of bibliographies-EndNote allows users to choose from over 6,000 formats and allows the user to cite while writing. Sharing-EndNote allows users to share libraries (including notes and annotations). The requirement must be an approved software by ITMD Department to be used on the government network. Clarivate Analytics (US) LLC; 1500 Spring Garden Street #4, Philadelphia, PA, 19130-4067 owns the copyright to EndNote Version X8/X9 and is the only distributor to provide this website license. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
