Intent to Sole Source

This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Alabama Controls, Inc, 6900 State Highway 180, Gulf Shores, AL 36542-8066 for the purchase of software and readers in compliance with the system already in place (see Attachment 1). Alabama Controls, Inc previously installed the existing CAC readers in building 1401. The existing software was specifically designed by Alabama Controls and as such is proprietary to Alabama Controls. Another vendor's software and readers would not communicate or be compliant with the Andover Continuum Controller in place by Alabama Controls, Inc, therefore not allowing for open competition for the acquisition of new software and readers. The software currently in place is out of date of the new FIPS encryption. This is a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract for the specified period of performance. If there are any other businesses that can provide the specified services, they must respond to this notice before 9/17/15 at 4:00pm Central Standard Time (CST). If no responses are received by the above referenced date/time a sole source contract will be awarded to Alabama Controls, Inc.
