The Albuquerque Area Indian Health Service for the Mescalero Service Unit intends to award a sole source, firm-fixed-price contract to Hybrid Plumbing and Boiler Specialists, LLC for emergency repair and preventative maintenance of two natural gas-fired RITE Engineering Model 300WGO hot water boilers located at the Mescalero Service Unit in New Mexico. These boilers, each rated at approximately 2.4 MMBtu per hour and operational since 2007, are critical to the facility’s functioning. The contract is justified under FAR 6.302-2 due to unusual and compelling urgency, allowing for a sole source procurement without full competition, and the total value is below the simplified acquisition threshold. This action includes a waiver request for competition based on the determination that Hybrid Plumbing and Boiler Specialists is the only responsible source that meets the agency’s requirements after conducting market research. The government invites responses demonstrating why competition would be beneficial but emphasizes that the decision not to compete lies solely with the agency. Interested parties may submit questions by May 15, 2026, to the contract specialist Tamela Richards, though this notice is not a solicitation for quotes or proposals. The contract is a total small business set-aside under NAICS code 238220, reflecting its specialized maintenance scope within the Department of Health and Human Services operations in Albuquerque and Mescalero, New Mexico.
