AI Contract Overview
The Albuquerque Area Indian Health Service is issuing a sole-source, firm-fixed price contract under FAR 6.302-2 for emergency boiler repair and preventative maintenance services at the Mescalero Service Unit in Mescalero, New Mexico, to Hybrid Plumbing and Boiler Specialists, LLC, identified by UEI RCC9NRNB4Q84. The contract addresses an urgent need arising from the failure of two RITE Engineering & Manufacturing Corp. Model 300WGO natural gas-fired hot water boilers, each rated at 2.4 MMBtu/Hour and installed in 2007, which are critical to maintaining heating operations at the Indian Health Center. Emergency repairs were initiated in January 2026 following a system failure in late December 2025, and immediate intervention was necessary to prevent system freezing and ensure continued clinic operations. The action is justified under unusual and compelling urgency, with sole source justification also supported by FAR 6.302-1 due to the absence of any other responsible source capable of meeting the time-sensitive requirements. The contract is structured below the Simplified Acquisition Threshold and designated as a Total Small Business Set-Aside. Scope of work includes comprehensive emergency repairs and annual preventative maintenance, including testing and replacement of temperature and pressure relief valves, gauges, backflow preventers, gaskets, heat exchangers, fire pots, exhaust stacks, high-limit switches, low-water pump controllers, pumps, ball valves, a main water heater, sediment traps, and pressure feed valves. Additional tasks involve diesel backup system testing, tandem boiler operation cycling every 40 hours, water pH testing, floor drain servicing, and full compliance with ASME, OSHA, and NFPA safety standards. All work must be performed on-site at the Mescalero facility, with inspection and acceptance conducted by the Government at that location. No formal evaluation factors, line-item pricing, or contract options are included, and no specific payment, invoicing, or accounting details are provided. Responses to the notice of intent must be submitted via email to Tamela Richards by May 15, 2026, at 5:30 PM MDT, with a required subject line, and must demonstrate clear and convincing evidence that competition would be advantageous, cost-effective, and not hinder mission objectives; however, the Government retains sole discretion to determine non-competition. The vendor is a small business with no further socioeconomic certifications identified, and no special requirements such as security clearances, key
