DLA Distribution in Oklahoma City requires IT Support Services covering hardware, software, and telecommunications to maintain and support a broad range of IT equipment such as network services, PCs, printers, portable computers, Teklogix RF equipment, Smart Carts, and LAN/WAN infrastructure. The services include analysis, implementation, installation, evaluation, documentation, integration, and end-user support to sustain the IT environment. The Department of Defense’s DLA Distribution Contracting Office in New Cumberland, PA, plans to award a sole source contract to Leader Communications, Inc. (LCI) for a two-month period. This decision is based on the need to avoid substantial duplication of cost and disruption to critical IT services, as LCI is already familiar with the DLA’s IT infrastructure and is currently performing satisfactorily. The sole source award stems from compliance with FAR regulations, emphasizing that soliciting a new contract could cause interruptions and inefficiencies. It would also be neither logical nor cost-effective to transition these IT services to another contractor within this short timeframe when LCI’s experienced personnel are in place and integrated with the required infrastructure. The contract aims to provide uninterrupted IT support while the government prepares to resolicit the requirement, which is estimated to take six to nine months. Contract Specialist Noemi Edwards is the point of contact for this procurement action.

DLA Distribution located in Oklahoma City, Oklahoma require Information Technology (IT) Support Services for hardware, software, and telecommunications to support all IT equipment, to include network services, Personal Computers (PCs), printers, portable computers, Teklogix Radio Frequency (RF) equipment, Smart Carts, LAN/WAN hardware/software and other miscellaneous IT equipment. This support requires the performance of services to analyze, implement, install, evaluate, document, integrate and provide support to the end-users and LAN. DLA Distribution Contracting Office located at New Cumberland, PA intends to award on a sole source basis to Leader Communications, Inc. (LCI) for a period of two (2) months. In accordance with FAR 13.106-1 (b), if another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to resolicit this requirement is between six (6) and nine (9) months. The short term award will provide uninterrupted service. LCI is currently providing the service in a satisfactory manner, and has the experienced resources in place to perform the tasks required. LCI's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the two (2) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient, or cost effective for the Government. The point of contact for this action is Contract Specialist Noemi Edwards who may be reached via email at Noemi.Edwards@dla.mil.
