AI Contract Overview
The Fleet Logistics Center Puget Sound intends to sole source a contract to OEM Bird-Johnson Propeller Company Inc for hoses critical to the Propulsion/Machinery Control System aboard vessels assigned to the Military Sealift Command. This sole sourcing decision is mandated by COMSCINST 4490.1C, which classifies these parts as ship-critical safety items and restricts procurement exclusively to the original equipment manufacturer and authorized sources to ensure system integrity and operational safety. Bird-Johnson has been formally qualified by MSC for work on this system, as verified through the official MSC qualification database. Although the government is proceeding with a sole source approach, it is opening the opportunity for other responsible sources to submit quotations, bids, or proposals by July 20, 2026, solely to assess whether competitive procurement is warranted—a determination that rests entirely at the government’s discretion. Any submissions will be evaluated for price reasonableness and past performance under RFO 12.203 as part of the responsibility determination process. The anticipated award date is August 2026, and all work will be performed in San Diego, California, with contract responsibilities managed by the Department of Defense through the Naval Supply Systems Command facility in Bremerton, Washington. For inquiries, contact Contract Specialist Victoria Wright at the provided Navy email address.
