The minimum contract will be 50 MPE cards. The maximum contract ceiling amount is $318,995,282.16 over the 2-year base period, 3 one-year option periods. Contractor Awarded Name: BAE Systems Information and Electronic Systems Integration, Inc. Universal Entity Identifier: XQK3GTZJ6464 Contractor Awarded Address: 7825 6th St. SW Cedar Rapids, IA 52404 Synopsis is for the U.S. Army, M-Code Cards Program Manager, Positioning, Navigation, and Timing (PM PNT), MPE M-Code Cards. This effort was sole source and established an Indefinite Delivery Indefinite Quantity Contract (IDIQ) using FAR 12. The IDIQ contract is established with BAE, the original equipment manufacturer (OEM) of Proprietary Increment (INC 1) Military (M)-Code Cards for use in its Mounted and Dismounted Assured Positioning, Navigation, and Timing (MAPS and DAPS) systems. Delivery orders under this contract will be awarded as firm-fixed-price (FFP) and performed at the contractor's site. Replaces JA23-005 The proposed contract action is to procure proprietary, commercial off-the-shelf, Military(M)-Code Cards. PM PNT intends to procure the Increment 1 (INC 1) M-Code Cards in support of its Mounted and Dismounted Assured PNT systems (MAPS and DAPS), and to provide a source of supply for other programs with Global Positioning System (GPS) requirements. In addition, the contract will be used by multiple Department of Defense (DoD) customers in support of the Army PM PNT. These products will be compliant with 90% or more of the technical requirements in the Military GPS User Equipment (MGUE) Technical Requirements Document CI-MGUE/GE-850F or a significant subset thereof. The proprietary nature of the INC 1 M-Code Cards developed by BAE puts the Government in a sole source environment for any necessary changes to it. BAE is the only vendor with Application Specific Integrated Circuit (ASIC) chips purchased by the Defense Logistics Agency. The regulatory authority for other than full and open competition is implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. In specific: FAR 6.302-1(a)(2). Companies who believe they can provide this product/service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
