INTENT TO SOLE SOURCE Senior Audit Consultant4D Consulting, LLC SS-CNS-22-0248 Americorps Office of Procurement Services (OPS), on behalf of the Office the Chief Executive Officer, intends to contract with Irving Dennis of 4D Consulting, LLC, 601 Pennsylvania Avenue NW, Residence Unit 706, Washington, DC 20004, on a sole source basis, under authority of FAR 6.302-1, for senior audit consultant services. Mr. Dennis has been identified as the only source capable of providing the required advisement to the AmeriCorps CEO on agency reforms and strategies. The proposed contractor's unique qualifications and the nature of the acquisition requires use of the authority cited as follows: Mr. Dennis was the Chief Financial Officer for the Department of Housing and Urban Development (HUD) from 2018-2021 and led HUD through significant transformation to improve its financial management infrastructure and reporting, ultimately leading to a clean financial statement audit opinion within three years. At the time, HUD had four disclaimers of opinion and nine material weaknesses, which is similar to AmeriCorps current status of five years of disclaimers with nine material weaknesses. AmeriCorps Office of Inspector General and the House of Representative's Committee on Education and Labor have pointed to the important work that Mr. Dennis did at HUD, and have recommended that AmeriCorps replicate the efforts that HUD made to achieve its clean audit status. In her December 2021 testimony before the House Committee, AmeriCorps Inspector General testified: - The White House recruited a Chief Financial Officer from a major accounting firm, who had a combination of subject matter expertise and strong project management skills and who saw his job as driving positive change'He developed a comprehensive strategy to address each of the weaknesses and to improve financial management at the Department, getting concurrence from the Office of Management and Budget, the OIG, and other relevant stakeholders'The same approach would work for AmeriCorps'an overall strategy to improve financial management, led by a subject-matter expert with the experience to manage a multi-year project of many parts. In a draft OIG Special Report Assessing AmeriCorps Financial Statement Audit and Cybersecurity Corrective Action Plans, OIG-SR-22-05, dated May 23, 2022, the Inspector General again recommended that AmeriCorps recruit a senior executive to - superintend a comprehensive effort to reform the agency's financial management as HUD did. Mr. Dennis book: Transforming a Federal Agency: Management Lessons from HUD's Financial Reconstruction The identified contractor, 4D Consulting, LLC is currently the only source for the advisement to achieve clean audit status. The Office of the Chief Executive Officer will consider written responses received no later than 1:00 PM EST August 18, 2022. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, The Office of the Chief Executive Officer shall make award on a sole source basis to 4D Consulting, LLC. Whether your product is available through a Government contract vehicle or Open Market. A narrative description of how your proposal meets all of the characteristics needed for the subscription. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.
