Intent to sole source services for compliance with Texas RE and ERCOT

The International Boundary and Water Commission: U.S.-Mexico is seeking to sole source services to support the de-registration of the Amistad Hydroelectric Power Plant from compliance obligations under NERC, ERCOT, and Texas RE standards. The contractor will be responsible for providing comprehensive labor, equipment, supervision, and management to ensure full adherence to these reliability standards throughout the de-registration process, including oversight of American Electric Power’s Transmission Studies Analysis. Key deliverables include reviewing electrical one-line diagrams and protection systems, developing and submitting updated compliance plans using official NERC forms, implementing a complete CIP-002-5.1 cybersecurity program, coordinating communication with Texas RE, supporting the USIBWC Compliance Committee with audits and reporting, and delivering mandatory state of Texas certifications and a Quality Assurance Surveillance Plan. All work products are considered government property, and no unclassified information may be disclosed without written consent from the Contracting Officer. The contractor must also ensure full compliance with U.S. Department of Labor wage requirements for themselves and all subcontractors. Services are to be performed at the Amistad Power Plant in Del Rio, Texas, with strict adherence to a detailed schedule tied to the Notice to Proceed, including on-site kick-off within 15 days, submission of draft and final work plans within 45 and 10 days after feedback, monthly status reports, and final reports following fieldwork completion. The USIBWC Compliance Committee and USIBWC TRE committee serve as the primary review and approval authorities, with seven working days allocated for form reviews and 15 days for monthly status evaluations. All electronic invoices must be submitted exclusively through the IPP system at www.ipp.gov, cannot be combined with other contracts, and must be simultaneously emailed to the Contracting Officer and Contracting Officer’s Representative. A site visit is strongly recommended prior to proposal submission and can be coordinated through Evelio Siller. The contractor is required to submit a detailed cost estimate for the work but no total contract value has been specified. Ongoing coordination includes monthly teleconferences and quarterly meetings with the compliance committee, ensuring continual alignment with NERC, ERCOT, and Texas RE requirements during the transition.
