Description


The U.S. Department of the Treasury, Departmental Offices & Enterprise Procurement Branch, Treasury Common Services Center - Acquisition Services, intends to award a sole source contract to KPLER Inc. for a subscription to a commercial-off-the-shelf research database that provides the Treasury’s Office of Terrorism and Financial Intelligence (TFI) with the ability to:


  • Marine Traffic (MT):
    Access to the world’s most extensive AIS vessel tracking network, covering 400,000+ vessels daily via 6,200+ terrestrial and satellite receivers. Includes vessel characteristics, ownership, financial owner, technical manager, dimensions, draught, and more. Enables advanced filtering and querying within the Kpler Maritime platform.
  • Kpler Terminal:
    Full access to data and analytics across 40+ commodities (crude oil, LPG, LNG, Dry Bulk, etc.), including global flows, trading records, installations, and vessels. Comes standard with the Risk & Compliance (R&C) bundle for monitoring sanctioned cargo, STS transfers, spoofing, and other risk indicators. For example the 40+ commodities includes - Crude Oil Flows, access to Kpler’s full dataset on crude oil cargo movements. Includes cargo-level granularity, vessel routing, discharge data, and global flow patterns. Ideal for focused coverage on the crude oil supply chain.
  • Supply & Demand Add-On (Crude):
    Provides a detailed view of regional and global balances, historical and forecasted production/consumption, inventory levels, and import/export trends specific to crude oil.
  • Refineries Add-On:
    Covers capacity, throughput, utilization, and operational data for refineries globally. Enables deeper insight into refining margins, bottlenecks, and downstream implications.

The Government has determined that KPLER Inc. is the only source capable of meeting the Government's requirements because KPLER Inc. developed and owns the propriety and patented hardware, software, and algorithms that are used in the required products and support the services specifically required for this acquisition.


The anticipated award is for a base period of 12-months, with four (4) option period(s), if applicable, from September 1, 2026 through August 31, 2031.


Interested Sources


This notice is not a solicitation or a request for competitive quotations or proposals. However, responsible sources that believe they can provide the required supplies or services may submit a capability statement demonstrating their ability to meet the Government's requirements.


Capability statements must include sufficient technical information to determine whether the interested party can satisfy the Government's requirement without substantial duplication of cost or unacceptable delays.


Responses shall include:


1.   Company name and address;


2.   Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);


3.   Unique Entity Identifier (UEI)

9.   Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).
