The Naval Supply Fleet Logistics Center San Diego-Seal Beach Detachment plans to award a sole source contract to Eniwetok Group LLC for an 80-hour wet welding and cutting training course. This specialized course will cover safety protocols, procedures, and practical applications relevant to ship salvage, harbor clearance, and wreck removal, which often involve underwater cutting and welding of battle-damaged vessels. The Navy's current diver training programs provide only basic instruction in underwater cutting and welding, making this advanced, hands-on training critical for diving officers, master divers, and supervisors to develop and maintain their operational competencies. Eniwetok/Jack Exothermic has a proven record since 2018 of delivering comprehensive training that meets standards established by the Association of Diving Contractors International, AWS D3.6, and the US Navy’s NAVSEA Cutting and Welding Manual. The contract will be awarded under simplified acquisition procedures authorized by FAR 13.106-1(b)(1)(i), which allows for sole source solicitation when only one provider is reasonably available due to unique qualifications or urgency. Interested parties capable of meeting the statement of work requirements are invited to express their interest and provide relevant company information by February 13, 2025; however, this Notice of Intent is not a solicitation or request for quotation. Contracting requires that the contractor be registered in the DoD System for Award Management and able to process invoices through the Wide Area Workflow system. The final decision not to compete the contract rests solely with the Government, which will consider any responses received for the purpose of evaluating the potential for competition. The work will be performed at the Port Hueneme CBC Base located in California.
