The Naval Facilities Engineering Command Southeast (NAVFAC SE) plans to award a sole-source contract to ADC Engineering Inc. for the design completion of Project P-365 Depot Access Road at Marine Corps Recruit Depot, Parris Island, South Carolina. ADC Engineering Inc. is the original designer of record, having begun the project but not completed it initially. The government has determined that it is in its best interest to continue with the same firm to finalize the concept design and environmental analysis, primarily because South Carolina law mandates that any required professional revisions must be made by the original architect or engineer of record. This contract will be awarded using the Simplified Acquisition Procedures under FAR Part 13, specifically FAR 13.106-1 governing sole-source procurements. No competitive solicitation will be issued for this procurement; however, other firms are invited to submit written notifications within 10 days of the synopsis publication if they believe they can provide the required services. Any decision not to open the procurement to competition remains at the government’s discretion. The contract pertains to professional engineering services under NAICS code 541330 and will be managed through NAVFAC Southeast’s office located at NAS Jacksonville, Florida. This approach ensures continuity in design and compliance with legal requirements, aiming to efficiently complete the necessary project components.

Full Description

The Naval Facilities Engineering Command Southeast (NAVFAC SE), Jacksonville, FL intends to make a sole-source award to ADC Engineering Inc. for the design of Project P-365 Depot Access Road, MCRD, Parris Island, SC. ADC Engineering Inc. is the designer of record for this project. It has been determined that it is in the best interest of the Government to use the same Engineering firm that performed the original incomplete effort to finally complete the necessary concept and environmental analysis effort. Other justification for Sole Source contracting with the original Architect/Engineer of Record to complete the original concept effort is that South Carolina law essentially states that professional registration required revisions must be produced, stamped and signed by the original Architect/Engineer of Record. This procurement is being issued using the Simplified Acquisition Procedures, FAR Part 13. The authority for the sole source procurement is cited at FAR 13.106-1. This is not a request for competitive proposals and no solicitation will be available. Firms that believe that it can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify.
