Intent to Sole Source

The Missile Defense Agency intends to issue a sole source contract to Touchstone Consulting Group, Inc. to provide advisory and assistance services (AA&S) for indepentent analysis of MDA organizational structures, communication and other internal business and management systems to improve operational effectiveness. The contract award is expected on or about 1 March 2009. The contract will contain a one year base period and two (2) six month option periods. The contract is intended to bridge efforts under an expiring contract until the effort is transferred to the Missile Defense Agency Engineering and Support Services (MIDAESS) Program. The anticipated NAICS code for this acquisition is 541330 with a $4.5M small business size standard. This notice of intent is not a request for competitive proposals. No formal solicitiation package is available. A determination by the government not to compete this proposed contract is supported by a Class Justification and Approval, Number 08-0014, approved by the Missile Defense Agency Director to issue sole source, short term contracts to the Agency's incumbent AA&S support contractors until the work can be transferred at a future date under the MiDAESS Program Office. Information received will be considered solely for planning purposes for future competitive procurements. The government will not be responsible for any costs incurred in responding to this notice.
