Interagency seed increase contracts for the Northern Rockies ecoregion including portions of WA, ID, and MT. Since 2001, on a bipartisan basis, Congress has recognized the commercial market does not produce an adequate supply of native seed to meet the federal government’s need to manage native vegetation. In addition to meeting an immediate need to increase the seed supply for post fire and disaster recovery, seed increase contracts are part of a larger strategy to lower government seeding costs by creating a stable market and improving the effectiveness of seeding projects. These seed increase contracts improve the variety of species commercially available, help recruit local growers by lowering their initial production risk, and help prevent market volatility. Without these contracts DOI agencies will be forced to continue to rely on a handful of easy to produce non-native species, and cultivated varieties that, based on the best available science, do not restore and maintain functioning ecosystems. Native plants are not like weeds that can grow anywhere. Seed stocks for the Northern Rockies are specifically developed for the cooler and wetter growing conditions and are targeted to improve rangeland health, restore wildlife habitat, and reclaim mined lands and sites developed for oil and gas.

Native Seed Production (Increase) requirement
Solicitation # 140L3726R0009
The U.S. Office of Wildland Fire Service, under the Department of the Interior and coordinated through the National Interagency Fire Center, plans to procure native seed production services for multiple federal agencies including the Bureau of Land Management, National Park Service, and Fish and Wildlife Service under solicitation number 140L3726R0009. The requirement covers the cultivation and propagation of various native seed varieties collected from multiple regions across the western United States, with the goal of increasing seed quantities for use in public land restoration projects. This is a non-set-aside procurement governed by NAICS code 111998 with a size standard of $2.5 million in annual revenue, and it will be awarded as a single solicitation resulting in multiple firm-fixed price contracts. The solicitation will be issued on or about July 23, 2026, posted exclusively on SAM.gov with no hard copies available, and offers are due approximately four weeks later, on or before August 25, 2026. A Pre-Bid Conference Call is scheduled for August 6, 2026, to provide further clarification. Contractors must be registered and active in SAM, hold a unique ID number, and have completed all online representations and certifications. Awards are expected to be finalized on or before September 25, 2026, with no obligation for the government to issue a solicitation based on this pre-solicitation notice. All inquiries must be directed to Contract Specialist Diane Barker at dbarker@ios.doi.gov.

Native Plant Material SupplyThe contract is for the supply of source-verified native riparian vegetation to support habitat restoration and revegetation efforts in the Lakeport area of California. The plant material must be cultivated from verified native sources to ensure genetic integrity and ecological suitability for local riparian ecosystems, aligning with regional conservation objectives. The work is structured as a subcontract under the broader environmental initiatives managed by the Regional Water Quality Control Board, Region 5 - Sacramento, with the place of performance clearly designated as Lakeport, zip code 95453. The North American Industry Classification System code 111998 identifies the activity as other miscellaneous agricultural support services, indicating this is a specialized horticultural supply effort rather than general farming or nursery operations. The contract was posted on July 7, 2026, and is intended to provide high-quality, ecologically appropriate plant material to rehabilitate degraded streamside and wetland habitats. Source verification requirements mean suppliers must document the origin and lineage of all plant material to prevent genetic contamination and promote biodiversity. This effort supports long-term watershed health and water quality improvement goals under the purview of the California Regional Water Quality Control Board. While no set-aside details or point of contact are provided, the focus remains strictly on delivering vegetation that meets strict ecological standards for on-site planting in a sensitive riparian environment.
