C-12 Contractor Logistics Support (CLS) Request for Information This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This synopsis does not constitute a Request for Proposals (RFP) and the Government will not pay for any information that is submitted by respondents. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will use the evaluation of the information and other research to determine the sources that appear qualified to perform the work required by the Government. In the event of a resultant contract, the Government reserves the right to release an RFP only to those respondents who are deemed qualified for this requirement based on their initial response. The Air Force Life Cycle Management Center is seeking to identify firms that may be capable of providing all of Contractor Logistics Support (CLS) services for the USAF fleet of C-12 aircraft (NAICS code 488190) for an interim period of 12-18 months. The performance would be approximately from 1 Oct 16 through 1 Jan 18. PROGRAM DESCRIPTION: The C-12 is militarized version of the FAA-type certificated Beechcraft aircraft. The C-12C (A200) and the C-12D (A200CT) are powered by twin Pratt & Whitney PT6A-41 turboprop engines. The C-12F (B200C) is powered by twin Pratt & Whitney PT6A-42 turboprop engines. The C-12J (1900D) is powered by twin Pratt & Whitney PT6A-65 turboprop engines. The aircraft utilized by the Defense Intelligence Agency (DIA), the Defense Security Cooperation Agency (DSCA), the Pacific Air Command (PACAF), and the Air Force Materiel Command (AFMC). The aircraft are currently based at 3 Continental United States (CONUS) and 17 Outside Continental United States (OCONUS) locations (see below). The C-12 mission is to provide time-sensitive movement of personnel and cargo and provide test support. The remaining sites are either at foreign military bases or commercial facilities. C-12 CLS support consists of the following services: � Contractor Operated & Maintained Base Supply (COMBS) at each site o Worldwide spares support capability � Line Maintenance � Depot Level Maintenance (Scheduled and Unscheduled) o Aircraft Condition Inspections o Drop-in maintenance/repair o Engine Overhaul/Repair o Aircraft Painting � Contract Field Team (CFT) Support o Aircraft on Ground (AOG) support � Modifications for the aircraft The C-12 fleet is maintained to Federal Aviation Administration (FAA) approved maintenance standards. All depot maintenance is performed at a Federal Aviation Regulation (FAR) Part 145 FAA-certified repair station. The C-12 fleet is supported primarily by Contractor Furnished Property. This includes engines, avionics, and landing gear. The Contractor will be responsible for the spares that support all systems for the C-12 aircraft. The Government will provide a small amount of spares in support of the fleet. A small number of C-12 aircraft are equipped with a defensive system. Contractors will need to establish necessary working relationships with the Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet. These relationships include the establishment of agreements with the appropriate OEMs for the C-12 fleet that will allow the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems so that the Federal Aviation Administration (FAA) certification is not compromised. Does your company currently have site lead mechanics and aircraft mechanics with the proper visas to work in Saudi Arabia? 4.) Does your company currently have site lead mechanics and aircraft mechanics who have airport credentials to access Ninoy Aquino International Airport, Benazir Bhutto International Airport, San Fernando Airport (Buenos Aires), and Cairo International Airport? 5.) Does your company currently have management personnel with official passports and applicable visas to the countries listed in program description for the purpose of providing quality assurance oversight? 6.)
