AI Contract Overview
Solicitation 70Z03826RL0000005 is a request for proposals from the Department of Homeland Security, Aviation Logistics Center, for the repair of APS-143C(V)3 radar components supporting HC-144 Maritime Patrol Aircraft. The requirement involves testing, troubleshooting, cleaning, and modifying Receiver/Transmitter, Signal Data Processor, and Antenna Pedestal components to a Ready for Issue condition. Due to proprietary data rights and the criticality of the system, the government anticipates awarding a firm-fixed-price contract on a sole source basis to the Original Equipment Manufacturer, Telephonics Corporation. The contract structure includes a base year and four consecutive one-year option periods, with a total duration not to exceed five years. Technical acceptability is a pass/fail gate requiring proof of FAA 145 certification, OEM, or Air Force approval, with the award based on the lowest priced, technically acceptable offer. All repairs must adhere to the latest OEM Component Maintenance Manuals and Statement of Work specifications. Deliveries are generally required within 120 days after receipt of order, though Aircraft on the Ground (AOG) priority shipments must be delivered within 14 calendar days. Performance and delivery will take place in Elizabeth City, North Carolina. Contractors must provide a Certificate of Conformance, FAA Form 8130-3, and final Acceptance Test Procedure results with each delivered component. Shipping terms must be F.O.B. Destination or F.O.B. Origin, as Ex Works or Incoterms 2020 are not acceptable.
