Solicitation DON27BZ01-NV005 is a United States Navy requirement for the design and qualification of a compact Intermediate Temperature Cooling Unit for DDG 51 class ships. The objective is to reduce the electrical load and condensation risks associated with current 42 degree Fahrenheit chilled water systems by developing a unit that operates at approximately 65 degrees Fahrenheit. The system must integrate a chiller, circulating pump, piping, instrumentation, and controls, while meeting strict Navy standards for shock, noise, vibration, electromagnetic interference, and galvanic compatibility with copper-nickel piping. Proposers must define specific performance metrics, including cooling capacity, energy efficiency, power draw, and physical dimensions. This Small Business Concern set-aside is issued under FAR 35.016 and follows a phased SBIR structure. Phase I focuses on concept development and feasibility, Phase II involves prototyping, and Phase III supports fleet transition and manual development. Awards may be structured as Firm Fixed Price, Basic Ordering Agreement, or Prototype Other Transaction contracts, with Phase II potentially including Cost Plus Fixed Fee options. Evaluation is based on technical merit, investigator qualifications, and commercial potential. Awardees must comply with CMMC and NIST SP 800-171 cybersecurity standards to protect controlled unclassified information.

Full Description

Navy ships have a chilled water system that runs throughout the ship providing cooling to electronic equipment. Operating at a nominal temperature of 42°F, the chilled water system creates a sizable load on the ship’s electrical plant. The DDG 51 class is approaching available power and cooling capacity limits. Reducing the energy required to provide equivalent cooling capacity would preserve Service Life Allowance (SLA) for future system upgrades. Additionally, having cold water running through pipes throughout the ship creates a risk of water condensing on the piping, which can create electrical hazards inside equipment. While some pieces of equipment are designed to receive chilled water at a specific temperature, other pieces of equipment are more flexible in their cooling requirements. These systems could utilize chilled water that is at a higher temperature, which would require less energy to cool and generate less condensation. Estimates indicate that approximately 200 refrigeration tons (rtons) of cooling could be accomplished by an intermediate temperature cooling loop. This load could be supported by one or more intermediate temperature cooling units. There are no Navy-qualified chillers designed to operate at an intermediate temperature. Work is required to design and qualify a new unit that operates at approximately 65°F, with emphasis on a small footprint. The unit shall include the chiller, circulating pump, piping, instrumentation, and controls. A new unit must meet all applicable Navy standards including shock, noise, vibration, and electromagnetic interference (EMI), as well as reliability and maintainability metrics. Cooling mediums may include but are not limited to water, seawater, or water with glycol additives. For commonality purposes, the equipment shall be galvanically compatible with copper-nickel piping. The proposer shall define performance metrics of the proposed solution to include cooling capacity, energy efficiency, power draw, output pressure, output flow rate, and notional Not-To-Exceed physical dimensions for all equipment.

RFQ for PTAC Units
Solicitation # RFQ_47QSCC-27-R-0002
The General Services Administration is soliciting quotes under RFQ 47QSCC-27-R-0002 for the procurement of 144 Packaged Terminal Air Conditioner (PTAC) units. The requirement specifies Amana P/N DHP123J25BA or an equal alternative featuring 12,000 BTU cooling capacity, 208/230V electrical requirements with a NEMA 615 plug, and R32 refrigerant. The units must have a standard 42x16 inch sleeve fit, an internal thermostat, and must not be WiFi compatible or include a remote control. This is a Small Business Set-Aside under NAICS 333415, and the award will be based on the Lowest Price Technically Acceptable (LPTA) evaluation factor. Delivery is required on a FOB Destination basis within the Continental United States, with some shipments potentially routed through consolidation points for OCONUS consignees. A critical requirement for this contract is strict adherence to MIL-STD-129R marking and labeling standards for all containers to prevent shipment frustration. Awarded vendors must be registered or willing to register with the EDI or OMS vendor portal for electronic ordering. Submissions must include a completed RFQ form, a signed MIL-STD-129 form, and relevant technical specifications sent via email to the designated point of contact by the closing deadline of October 14, 2026.

Solicitation # 36C25227Q00480001
Solicitation 36C25227Q0048 is a sole source procurement set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 333415. Issued by the Department of Veterans Affairs Network Contract Office 12, the requirement is for the provision of an indoor walk-in cooler and freezer system to be installed on-grade at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois. The solicitation was posted on October 7, 2026, with a response deadline of October 20, 2026. The technical specifications call for a combined unit measuring 44 feet 6 3/4 inches by 31 feet 7 inches by 8 feet 6 inches. The freezer requires 5 1/2 inch walls and ceilings with a 5 1/4 inch floor, while the cooler requires 4 inch walls and ceilings. The unit must feature 26 gauge stucco white interior and exterior walls and a galvanized exterior ceiling and floor. Key accessories include vapor proof lights, Kason hinges, heated vents, dial flush thermometers, a 36 inch depth exterior ramp, and heated frames and plugs. Compliance is required with Section 312 of the Energy Independence and Security Act of 2007, UL1715 testing, and 2021 IEC C403.11 standards for wood frame construction. The unit is engineered to support only its own weight, and any modifications or storage on top may void manufacturer warranties. Special installation precautions are noted regarding concrete curing ventilation and the use of muriatic acid. The primary point of contact for this effort is Contracting Officer Jennifer Mead.
