Internal Compliance File Review for Family and Children's Services

The Government of Yukon is soliciting proposals under RFP-2026-9-5588 for an internal compliance file review for Family and Children's Services. The project objective is to evaluate case files from the 2025-26, 2026-27, and 2027-28 fiscal years to ensure compliance with the Child and Family Services Act and internal branch policies. The scope covers five specific service types: child protection, children in care, community caregiver homes, extended family care, and post-care transitional support services. Key deliverables include an assessment plan, interim reports for each of the three years, a draft report due in November 2028, and a final report for the Minister of Health and Social Services due in February 2029. The procurement utilizes a two-envelope process where technical submissions must score at least 90 out of 120 available points to be considered for financial evaluation. Technical scoring is based on the proposed approach, methodology, and a sample report. The remaining 93 points are allocated to price and Yukon First Nation business considerations. Awardees must maintain $2 million in both commercial general liability and cyber liability insurance. Strict security requirements are in place, including mandatory Canadian data residency, compliance with ATIPP and HIPAA privacy laws, and a prohibition on personnel performing work from designated cyber threat risk countries such as China, Russia, Iran, North Korea, and India. Payments are processed within 30 calendar days and are not subject to GST/HST.
