His Majesty the King in right of Canada, represented by the Minister of Foreign Affairs and the Department of Foreign Affairs, Trade and Development, is seeking qualified suppliers to deliver international construction services across five designated regions: Africa/Sub-Saharan, Asia-Pacific, Europe, the Middle East/Maghreb, and the Americas. The scope includes demolition, construction, and fit-out of commercial office spaces within Canada’s overseas diplomatic portfolio, requiring strict adherence to government-provided drawings, specifications, and quality standards set by DFATD. Bidders must demonstrate proven experience as a general or prime contractor on at least three commercial office fit-out projects and operate within the region or regions they propose to serve, as outlined in Annex E, which lists eligible countries but may be adjusted during the contract term. Proposals must be submitted for one or more regions, with distinct, complete submissions required for each region, and must comply with mandatory technical criteria including workforce qualifications such as three years of relevant experience for proposed painters within the last five years. All work is performed on an as-requested basis via Task Authorizations, with costs based on fixed hourly rates in Canadian dollars, and each task must be formally approved before initiation. The contract is awarded on a lowest evaluated price basis among compliant bidders, with a maximum expenditure limit of $16.5 million for the top-ranked bidder, $6 million for second, and $3 million for third, subject to reduction to $10.5 million and $6 million if only two bids are received. The contract includes a base term with an irrevocable option for two additional one-year extensions, and all work must meet safety, health, and security protocols, including compliance with Annex F’s Security Requirements Checklist and the prohibition of removing classified information from sites. Contractors are required to carry comprehensive general liability insurance of $2 million per task authorization and builder’s risk coverage, maintain full cost records, submit quarterly reports by the tenth calendar day following each quarter end, and provide statutory declarations confirming payment to subcontractors and suppliers.
