Internet Access Services

Montgomery County Public Schools (MCPS) is soliciting proposals from qualified telecommunications service providers to provide scalable Internet Access services for approximately 255 sites. The requirement includes high-capacity connectivity starting at 60 Gbps and scalable up to 500 Gbps, featuring BGP support for the 205.22.0.0/16 subnet and a target uptime of 99.99%. Key technical requirements include 24x7x365 monitoring via a Network Operations Center, automated DDoS protection, and a comprehensive implementation plan for a July 1, 2027 deployment. The contract follows an initial five-year term with five optional one-year renewal terms. The award will be based primarily on price, which is the most heavily weighted factor, though MCPS will also evaluate technical suitability, previous performance, and experience within K-12 environments. Selected vendors must adhere to strict cybersecurity standards, including third-party assessments such as SOC2 or NIST 800-171, and ensure all confidential data remains within the United States. Proposals must be submitted in PDF format with pricing in Excel by November 25, 2026. Payment is processed within 30 days of invoice acceptance via ACH or credit card.
