AI Contract Overview
The U.S. Embassy in Tbilisi, Georgia, has awarded a firm fixed-price purchase order under sole-source justification to Magticom ISP for a dedicated 110 Mbps symmetric wireless internet service using the existing Aviat microwave system at 29 Georgian American Friendship Avenue. This service is critical for maintaining secure and uninterrupted communications via the OpenNet VPN, with requirements stipulating a minimum guaranteed speed of 70 Mbps for both upload and download, 24/7 always-on connectivity, unlimited usage, and no sharing or bundling of bandwidth. The solution must comply with U.S. government security standards, particularly the Clean Path mandate, ensuring the integrity of data transmission by utilizing only NDAA-authorized Aviat microwave equipment. The contract is justified under FAR 13.106-1(b)(1) due to the provider’s unique capability to deliver this professional-grade service with a proven one-year history of 99.9% uptime, making it the only viable option for mission-critical embassy operations. The estimated value of the one-year contract is $22,339, with no option periods or extensions specified. Performance is to occur at the U.S. Embassy Tbilisi Anex Building, with acceptance responsibilities vested in the U.S. government, and no physical delivery or packaging requirements apply since the procurement involves services rather than goods. The contracting officer, Kathryn Kosinska, and the requiring official, Alexander Martinez, are the designated points of contact, and the service is procured under Department of State agency code 19GG80. While no formal evaluation factors or competitive procedures were used, the award is based on technical uniqueness, operational urgency, and compliance with security mandates. No socioeconomic certifications, Unique Entity Identifiers, CAGE codes, or detailed line-item pricing structures are provided in the documentation, and there are no formally identified attachments, inspection criteria beyond performance metrics, or invoicing methods specified. The contract is structured around ensuring continuous, secure, high-availability connectivity to support diplomatic activities without exposure to compromised infrastructure.
