The United States Coast Guard Research and Development Center, acting under the Department of Homeland Security, has issued a sole source award to Mutualink Incorporated for the Interoperability Gateway System. This procurement, conducted under GSA Schedule 70 and FAR 8.405-6(a)(1)(i)(B), provides for the hardware, software, and installation services required at Sector Long Island Sound. The award is justified by Mutualink's unique peer-based IP architecture and multi-media interoperability capabilities, which are deemed unavailable from other vendors. The project supports a broader data network study and analysis focused on the collection and distribution of time-critical operational ISR information to command centers, patrol cutters, and the intelligence network. As various DHS agencies upgrade their Maritime Patrol Aircraft fleet with advanced sensor systems, this contract facilitates the necessary enterprise-level architecture and Concept of Operations to ensure seamless information dissemination. The contract is managed by the Research and Development Center in Groton, Connecticut, with performance taking place in New Haven, Connecticut.

NOTICE OF SOLE SOURCE AWARD OF PURCHASE ORDER. The United States Coast Guard (USCG) Research and Development Center (RDC) awarded a purchase order to Mutualink Incorporated (DUNS: 013142071). In accordance with FAR 8.405-6 (a) (1)(i)(B). The Department of Homeland Security (DHS) is conducting a data network study and analysis on the collection and distribution of time-critical operational ISR information to various customers such as command centers, patrol cutters, and the intelligence network. Several agencies within DHS Acquisitions are in the process (or already have) of modifying their Maritime Patrol Aircraft (MPA) fleet with a more advanced sensor collection and dissemination system. With this new system there is a need to do an enterprise-level architecture and Concept of Operations (CONOPs) to collect and distribute time-critical operational ISR information. The justification for this sole source action is attached. This is not a request for quotations. Questions may be directed to Helen R. Carnes, Purchasing Agent, at Helen.R.Carnes@uscg.mil.
