NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT


Special Notice: FD-2026-479

NOAA/NMFS/OFFICE OF AQUACULTURE

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate and award a purchase order, on a sole source basis, under the authority of FAR 12.102(a) and 41 USC 1901, with DN Media Group Global AS.  The anticipated award date is 9/15/2026

The requirement is to procure the following: 25 subscriptions for NOAA Fisheries Office of Aquaculture (OAQ) personnel

No set aside is to be used for this Sole Source Requirement. The applicable size standard is North american Industry Classification System (NAICS) code 513199 with a Small business size standard of 1,000 EMP. The applicable Product service code (PSC) is 7630 - Newspapers and PeriodicalsThis Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required Supplies.The NOAA Fisheries Office of Aquaculture (OAQ) is tasked with monitoring and providing support nationally for the execution of the NOAA Fisheries Aquaculture strategic plan as the central point of contact between aquaculture activities and Congress. The Office of Aquaculture maintains momentum on NOAA Fisheries aquaculture priorities and therefore is requesting regaining 25 subscription access to Intrafish.
Each subscription will provide comprehensive information and analytics for OAQ professionals. It will deliver news, analytics, and data that will be key tools for federal employees.
The trade press is considered a primary way to gain deep and frequent insights into key happenings in the domestic and international seafood sector on a daily basis, as traditional press does not cover the industry with enough depth or frequency. The information is mission-critical for NMFS to:

Keep up with market, tariff, policy, trade, and other developments
Quickly access industry reactions to government actions and policy decisions
Be aware of and responsive to the needs and opportunities in the seafood sector, which is critical for meeting the directives of Executive Order (EO) 14276, "Restoring American Seafood Competitiveness"
Track conversations between industry and eNGOs, which are often communicated via the trade press
Understand the challenges of the seafood industry, how issues are being solved/resolved, and how other nations are approaching issues
Have accurate information to provide to often-requested trade analyses



This particular access is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Intrafish Media is one of four sources that OAQ used to deliver news, analytics, and data that drives decisions made by OAQ leadership. Intrafish news specifically provides forward-looking, actionable, seafood market intelligence for OAQ. It is also used to shed light on pricing, demand, and consolidation dynamics, allowing OAQ to make decisions for NOAA Fisheries more effectively. If this particular online source is not acquired, this would put OAQ leadership behind industry when making decisions about how to recover NOAA priority species.
