Distributed WasteWater Treatment Systems

Solicitation # brevard-county-board-of-county-commissioners-RFP-7-27-02-2027

The Brevard County Board of County Commissioners is soliciting proposals for Distributed WasteWater Treatment Systems under solicitation number RFP-7-27-02-2027. This initiative follows a May 19, 2025, order from the U.S. District Court for the Middle District of Florida, which required the Florida Department of Environmental Protection to stop issuing new onsite septic system permits in the North Indian River Lagoon Basin Management Action Plan area starting July 17, 2025. The court mandate necessitates a change in wastewater permit administration while a federally approved Habitat Conservation Plan and incidental Take Permit are developed, effectively halting new construction in watershed areas lacking central sewer service. Interested parties must submit their responses by the deadline of December 1, 2026. The procurement process is being managed by the Brevard County Purchasing department, with Heather Riley serving as the primary point of contact. This solicitation aims to address the critical infrastructure gap created by the judicial halt on traditional septic permits to ensure sustainable wastewater management within the affected region of Florida.
