RFP-591-270000000140-2 | Septic Tank & Vault Pumping Services - MDOT Grand Region

The Michigan Department of Transportation (MDOT) Grand Region Office is soliciting proposals for a multi-year contract to provide as-needed septic tank and vault toilet pumping services for 12 rest areas and 12 roadside parks. The scope of work includes the removal, transport, and proper disposal of septage waste in compliance with the Natural Resources and Environmental Protection Act, as well as the disinfection of vault toilet interiors. The contract is intended to run from December 1, 2026, to November 30, 2029, with two optional one-year renewal periods. Payments will be made via Electronic Funds Transfer on Net 45 terms, and service acceptance will be verified by the MDOT Program Manager through quantity verification and physical inspections. To be eligible, bidders must possess mandatory EGLE licensing for septage waste servicing and vehicle operation, as well as land application permits if applicable. Proposals are evaluated on a pass/fail basis across several criteria, including the completion of a Vendor Questions Worksheet, an equipment list, and agreement to the state's standard terms and conditions. Award decisions will be based on the lowest price among responsive and responsible bidders, with the state reserving the right to award multiple contracts or give preference to vendors capable of servicing all locations. Bidders must also meet specific insurance requirements for general liability, automobile, workers compensation, and environmental pollution liability.
